The NFL has determined that a second hit to the helmet of Carolina Panthers quarterback Cam Newton?on Thursday should have drawn a penalty flag, a source confirmed to ESPNs Kevin Seifert.The source told ESPN that the league reviewed Brandon Marshalls hit on Newton in the third quarter and ruled that the Denver Broncos linebacker deserved a 15-yard penalty.Marshalls hit was a violation of Rule 12, Section 2, Article 6(i) of the NFL rulebook, which prohibits a defender from using his helmet to butt, spear or ram an opponent violently or unnecessarily.
